James Lester serves as Senior Policy Lead, Transmission, Climate, and Energy at the Colorado Energy Office (CEO).

In his current role, James manages CEO's Transmission and Markets engagement, directing research related to the office’s energy and climate policy development, providing strategic direction for CEO’s interventions at the Colorado Air Quality Control Commission (AQCC), and developing legislative policy. 

Before joining the Colorado Energy Office, James served as an Advisor at the Colorado Public Utilities Commission.
