Overview

Colorado passed House Bill 25-1292 in 2025, directing the Colorado Electric Transmission Authority (CETA) to conduct a study of state highway corridors that may be suitable for high-voltage transmission line development.

The legislation recognizes that using existing transportation corridors may help Colorado expand its electric grid while reducing impacts on private property, communities, wildlife habitat, and undeveloped land. 

CETA will conduct the study in collaboration with Colorado’s Energy Office, Department of Transportation, Public Utilities Commission, other state agencies, and interested stakeholders, with several opportunities for public input during the study process. The study will:

1. identify suitable highway rights-of-way for co-location across the state based on best available mapping and other Dept. of Transportation right-of-way data, and 

2. improve transparency for policy makers, utilities/developers, and stakeholders on colocation opportunities across the state.

The study team includes NextGen Highways, Horizon Climate Group, and Gridworks.
